Arunachal has the potential to promote textiles sector : Irani
Apparel & Garment Making Centre inaugurated at Pasighat
PASIGHAT, Sep 13: Arunachal Pradesh has the potential to promote the textiles sector and give a fillip to entrepreneurship and job creation, stated Union Textile Minister Smriti Zubin Irani while inaugurating an Apparel and Garment Making Center on Tuesday at Gumin Nagar, Pasighat in presence of  Chief Minister Pema Khandu, Union MoS for Home, Kiren Rijiju, MoS for Textile, Ajay Tamta, State's Textile, Handicrafts and Cooperation, Minister Tapang Taloh and Lok Sabha MP, Ninong Ering.
Dedicating the Centre to the people of Arunachal, Union Minister Irani informed that her ministry would set up six more incubation centers to bring modern ready-made garment industry in the state. This was one of the first organized efforts of Prime Minister Narendra Modi  under the North East Region Textile Promotion Scheme (NERTPS) of the Ministry of Textiles.
She extended her gratitude to the state government for its active support and cooperation without which the mission would not have been possible. Congratulating the entrepreneurs who would be running the facility, the Minister assured all possible support to them in making the units commercially viable and self-sustainable.
It would give an opportunity to local entrepreneurs to convert their ideas and designs into flourishing businesses and opportunities to the unemployed trained youths and provide a fillip to the traditional sectors like handlooms and handicrafts to convert the traditional designs into modern garments and market opportunities, asserted the Union Minister.
"I have directed my ministry to promote single window clearances, and reduce paperwork to the minimum wherever possible. I have begun work on creating infrastructure for skills development and textile manufacturing, job creations and market linkages etc after recent announcement of Rs.6000 crore package by the union government. Development of the Northeast region is high on the list of priorities but this will need concerted efforts in the face of the various obstacles that tend to derail economic development in the NER. The local products can get tremendous demands in national and international markets if properly channelized."
She also stated of holding a meeting with Chief Minister Pema Khandu, MoS Rijiju, MP Ninong Ering and state's Textile Minister Taloh soon to find out way and means to boost textile sector in the state.
Speaking during the function, Chief Minister Pema Khandu has appealed to the youths to give up the pursuit of government jobs and become self-employed and also employ others with their skills and knowledge. They should take interest in entrepreneurships and promote export of indigenous products. There is immense scope in agriculture, horticulture, tourism, hydropower sectors etc., and it can be taken up for creation of jobs and strengthening economic growth of the state, he added.
While seeking financial assistance from the central government for all-round development of the state, he assured to utilize every penny judiciously and suggested to send third party monitoring team by the central government to know ground realities/practical development of schemes and projects.
Union MoS Kiren Rijiju termed the occasion as historic and boon for the state. While congratulating the people, he assured to extend all cooperation and support for development and betterment of the state.

Central rule imposed not just on Governor's report: Rajkhowa
ITANAGAR, Sep 13: Outgoing Governor J P Rajkhowa has asserted that the brief spell of the President's Rule in the state from January 26 to February 19 was not imposed on the Governor's report only.
"The Central rule was imposed only after proper assessment and due application of mind by the President," he said in a message before leaving the state.
Rajkhowa, who had refused to quit after being nudged by the Centre to do so in the wake of the Supreme Court's judgement against him, was dismissed from the Governor's post Monday.
On the advancement of the Assembly session and the July 13 judgement by a five-member constitutional bench of the Supreme Court holding that as "un-constitutional" and ordering restoration of the status-quo, the Governor said he would not like to comment.
"I would not like to go into the merit or otherwise of the judgement and order of the Supreme Court, because the High Courts and the highest judiciary have the authority under the Constitution to interpret the constitutional provisions and pass their verdicts," he said.
"It was a great opportunity for me to serve all of you, to the best of my abilities, with honesty, integrity, utmost sincerity, full commitment and dedication with the objective of ushering in good governance," the outgoing Governor said.
Rajkhowa said in his message he was happy that most of the people of the state, particularly the young generation, wanted Arunachal Pradesh to be developed in all fronts in a corruption-free and balanced manner.
“Most of you have realised that without fair, transparent and corruption-free governance, people continue to suffer, economic development takes a back stage and unemployment level goes up.”
He and his family were accorded a warm farewell by the well-wishers in the Raj Bhavan. PTI

The wait starts
[ Tongam Rina ]
People of the state woke up to the terrible news of firing at Sangrungwa in East Kameng on August 13 where Arunachal Pradesh Police Service officer DSP Bomto Kamdak was killed. A villager was also killed while another was left seriously injured during the cross fire, as reported between the police and Tagyung Yangfo, a habitual offender who had escaped from jail.
The govt has since honoured the officer who laid down his life while in line of duty and announced compensation for his family. For the family, the pain of losing a dear one is never going to go away.
To the solace of the family, there has been immense outpour of anger at the mindless killing. Candle lit marches have been taken out across the state seeking justice for the late officer.
On that fateful day, another family lost a beloved one. Sai Bagang, who was killed in the crossfire, left behind his children and wife. These young children were in no way responsible for the actions of the adults and they must be given a fair chance by the authorities.
But even after a month, the police is yet to trace the whereabouts of Tagyung and a villager.
It is unlikely that they will return/surrender soon fearing retribution from the villagers but not from the police.
It is a fact that criminals in the state have no fear or regard for the police or the judiciary. They know that they can manipulate the system easily.
Most of the time Police, even though overworked and understaffed does its job well by arresting criminals, making fair investigations and charge-sheeting but like elsewhere in the country, judiciary in the state takes a long time to deliver justice.
Arunachal remains one of the few states in the country with abysmal conviction rate because of partial separation of judiciary from executive resulting in massive rise in crimes each year. This is a state where people get away with all kinds of crime including murder. While some cases are solved instantly on "mutual understandings" and compromise but for those who choose to wait for judiciary to intervene, the painful wait goes on for years.
It is common knowledge that criminals are harboured by politicians and other influential people, the reason why we have so many habitual offenders in the state. Whenever there is a political power struggle or even a street fight, these criminals who should be inside jails are the ones who are used as volunteers. And not surprisingly, these same people who use criminals as they deem fit will be the first  ones to come out in public to condemn crimes, forgetting that criminals are empowered by such despicable behaviour.
Today, criminals have no fear for police or the judiciary because they know system can be bended as and when needed.
While we wait and hope that justice is delivered, the poignant words posted on a social networking site by Tomo Basar, the father in law of Late Kamdak is a powerful reminder to all of us.
…"By taking over this fight as yours, you have made the people those who matter to think about the need for establishing rule of law in the state ever more seriously. May the light from all these candles is consolidated into a flame to burn down the might of the criminals. Together we can do this. The people of my generation had inherited a very peaceful state from our ancestors; let us persevere to leave a better place for the future generations. It is in our hands to make our place most liveable one".

Cauvery dispute in spotlight

Violence has gripped Tamil Nadu and Karnataka over Cauvery water issue. The problem started since the September 5 order of the Supreme Court asking Karnataka to release 15,000 cusecs of water per day to Tamil Nadu. After the initial violence SC on Monday last tweaked its order and asked Karnataka to release 12,000 cusecs instead, but even that has not ameliorated the agitators on both reaches of the "River of Conflict".  The situation especially continues to remain tensed in Karnataka. Even though additional forces have been sent still incidents of violence has been reported from some area.

The Cauvery water dispute is century old and dates back to pre-independence.  The source of the conflict is in the colonial times when the control of Mysore was wrenched from the British while they retained the Madras Presidency. Drought and famine in the mid-1870s and the retaking on control of Mysore by its native kings in 1881 meant that dispute was brewing about the water sharing arrangement. In 1892, an agreement was reached which was reworked in 1924 after an arbitration, which ensured that regular supply of water from Mysore to Madras Presidency was legally carried out. A 50-year validity for the 1924 agreement was fixed in order to avoid more intermittent conflicts. However, with the independence of India and the 1956 reorganisation of states along linguistic lines, fresh problems cropped up. Both Mysore state and Madras Presidency were divided among newly formed states, and without a template to suit the different times, Cauvery became a cauldron of simmering tensions. Even though a tribunal was set up to look into dispute it has not been able to end the conflict. The Government of India will have to intervene and try finding a solution. There has to be solution which is acceptable to people of both the states.

Fight for the salary

Dear Editor,

Through the column of your esteemed daily I would like to share the problems being faced by ATMA staff in Arunachal. For the last nine months we have not received our salary. Now, whom to blame?? Is this inefficiency of the Agriculture department or the inefficiency of the Chief Minister? To get our salary we employees have to run behind the salary file for its approval from department to department for many months. They have to encounter many egoistic officers full of attitude just to get signature in the salary file and these things are making our life more miserable. Therefore, it’s my humble request to Chief Minister of Arunachal Pradesh to release the salary as early as possible and the officers who are dealing with the file not to show too much attitude and lastly to the lazy agriculture department, could you bear if your salaries were kept pending for nine months??

Yours,

Frustrated Employee

Aadhar card becoming stumbling block

Dear Editor,

Through your esteemed daily I would like to share that in the recent stipend form issued by directorate of higher & technical education,  Aadhar card has been made mandatory for availing  stipend. Though we have applied for the aadhar card there are many more students like me whose aadhar card has not been generated yet. If asked, the department tells us to wait for few days and when checked online it says” the aadhar is under process". There are many other scholarships that have been denied to us because of making the aadhar card mandatory.  Also currently there is nowhere in Aaruncahal where aadhar card is being generated officially except for some private agencies who again are charging extra amount for the same. I request the concerned department to look into the matter and give us relaxation regarding aadhar card and if not at least take the Xerox of the enrollment slip that we received at the time of applying for aadhar card.

India should learn traits of humanity

Dear Editor,

Kudos to Mr.M.R.Lalu for the letter titled "Humanity dying published in September 13 edition of your daily. Just a few days ago, a hapless 13-year-old boy, victim of a snake-bite, had to succumb to his death following refusal of an oxygen cylinder (just temporarily) by the authorities of a West Bengal Hospital. Very recently, a poor Odisha man had to walk 10 km carrying the dead body of his wife followed by a sobbing child after being refused ambulance service by a Hospital.  However this barbaric assault on human dignity is not the monopoly of "laggard" West Bengal or Odisha alone. Rather this act of supreme callousness, heartlessness and indifference towards the plight of the poor is nothing but a pan-India phenomenon. Just the other day, on the road of our “glorious” “modern” “developed” capital --- New Delhi; the hapless rickshaw-puller, Mohammad Matibool,  had succumbed to death, lying unattended and bleeding, after falling victim of a hit and run case! This series of incidents are not only heart-rending, but enough to hang the heads of all conscientious Indians (barring the rabid “nationalist” varieties) in utter shame and disgust.

Yes, this is the very “might of India” which had got displayed on New Delhi’s Rajpath, thanks to the harbingers of “Good Days”, through arrangement of a mammoth congregation on the first International Yoga Day! Billions of precious money from the State exchequer was squandered so as to play to the gallery and enter the Guinness Book of World Records! The “Yogic” India has attained “might” of such a Himalayan proportion that neither does it possess necessary infrastructure nor heart to promptly arrange the shifting of the accident victim to a hospital for treatment or at least arrange an ambulance to transport a deceased to the site of his/her last rites!

Certain “nationalist” leaders cry themselves hoarse by beating the trumpet of India’s “elite” status following the attainment of Mars orbit!  Our “elitism” and “might” --- right from an Odisha village, West Bengal town to heart of New Delhi --- are indeed being witnessed throughout this technologically-connected world!

Instead of catering to the lowest common denominator and flaunting India’s “achievement” and “progress” through series of name-dropping like Mars –Mission or IT Revolution, India should take a look at the truly civilized countries of West, Scandinavia and Down Under where modernity gets attained through the path of humanity. All norms of progress need to be linked with humanity. So instead of flexing its “Yogic” muscle on Rajpath, “technological advancement” in space, building “awe-inspiring” gigantic statue in Gujarat, running Bullet trains on tracks and barbarically impose Hindi upon the multi-lingual population (all at the State’s expense); India should learn traits of humanity and progress from the civilized countries across the globe and accord utmost priority and importance towards safety, dignity and betterment of lives of common people. Also instead of engaging in a film-shooting by calling the media and sweeping the pre-collected "clean" garbage by a glamorous broom, New Delhi and India should at first clean up the selfishness and cruelty from its mind and try to make its heart a bit warm, compassionate and kind.

And very rightly has Mr.Lalu stressed on due emphasis on teaching of morality and values in schools so as to inculcate the feelings of kindness and mercy in the budding souls. And also instead of remaining obsessed with one's own self ie clicking selfies; all should try to develop a bit of sense, sensitivity and sensibility within themselves. While it was nice to know about the enlightened soul of Mr.M.R.Lalu; but equally it is sad that sensible and sensitive persons like him, possessing warmth and passion towards the weak and tortured, are increasingly turning obsolete in this "modern" "elite" "developed" society where the jungle rule of "Might is Right" hold supreme.
